There are ratings of the pictures on Public Flash, but you can't browse by them or contribute to them, or even differentiate between them (they all have high ranking), which makes their purpose something of a mystery.
Public Flash has a monthly recurring fee of $24.95. This also gives access to three other sites, as well as 40 or so "partner sites" and video feeds of varying quality. Whether or not you feel this is a fair price for Public Flash will depend on how much girls exposing themselves in crowded open places thrills you. If the fantasy is what you like, Public Flash more than satisfies.
